Jaern is the Second Augur of the Torren region.
In the game
The player is first introduced to Jaern at the very beginning of the game as he gives a motivational speech to citizens of the Torren Region about the death of the First Augur. As the Second Augur, he declares that he will not allow any of the Cults to commit wrongdoings unpunished while he is still Augur.
The protagonist first comes into contact with Jaern in the Telnor Town Hall, where he or she accompanies Damian as they attempt to stop an Abyssal and an Infernal Cultist from assassinating Jaern. Jaern ultimately deals with the cultists himself but thanks the player and Damian for their assistance and informs them that he hopes to see them again in Helios City.
As the player travels throughout the Torren region, the impressions that other characters have of Jaern appear to be mixed. Some characters appear to believe a number of unrealistic claims made about him while others are aware of how absurd some of these rumors are and instead believe him to be completely incompetent both as an individual and an Augur. Regardless, the player is given the vibe that someone, most likely Jaern himself, may be deceiving the population into believing that he is a greater person than he is in reality.
Just before reaching Roggan Town, the player overhears a conversation where the Sky Cult states that they will use Jaern to summon Rayquaza and that he wouldn't dare turn down their demand. When Damian receives this information saving the Second Augur from the cultists once again becomes a priority.
The next time that the player and Damian appear before Jaern in the Jade Tower, he willingly drops all pretenses and reveals his true identity as the leader of the Sky Cult. He also informs the duo that the First Augur didn't just disappear, but that Jaern actually killed him. However, as he reveals his true character to the player and Damian, it is shown that, although he is in fact an antagonist, Jaern's actions are fueled by some twisted form of justice. He demonstrates this by justifying the murder of supposed wrongdoers and the desire to kill off the player as a means to ultimately obtain peace throughout the region. Damian manages to appeal to this side of him by convincing Jaern to spare the player's life if he/she is able to defeat the Gym Leader East in battle. Jaern agrees, with the condition that the loser will be used as a sacrifice to summon Rayquaza.
With East's defeat, Jaern remains true to his word and spares the player by sacrificing his most loyal subordinate in their place. He then makes his way to the top of the Jade Tower and summons Rayquaza using the power of a crystal that previously belonged to the First Augur. Jaern explains that this crystal possesses limitless energy which when inserted into Pokémon made them nearly invincible, and he also claims that this energy is why the First Augur was the unrivaled, strongest trainer in the region. Once he finishes his monologue, he attempts to destroy the player using Rayquaza.
Once defeated, Jaern's attempts to revive Rayquaza instantly with the power of the crystal are thwarted by Damian who uses Shaymin's Seed Flare to destroy the crystal and scatter its shards throughout the region. Jaern disappears soon after and is shown one last time in a cutscene where he obtains one of the crystal's shards.
At some point after defeating Jaern at Jade Tower, he is confirmed to have rescued the hiker's family from the Rezzai Cavern, in order to maintain his public image.
Jaern is next seen on Route 9 as he meets with Persephone to discuss how and why she failed to eliminate the player when he/she was powerless to resist. It is revealed at this time that Jaern and Persephone had reached an agreement where Persephone would finish off the player in exchange for Jaern sparing her base in Shade Forest. Jaern also mentions that the only reason he has not already dealt with the player is that he cannot allow the public to know that he lost to the player, lest their faith in him begin to disappear.
During the main storyline, after aquiring all 8 badges, the player witnesses Jaern losing to a member of the mysterious "Giratina Cult" in Amphitrite City. Thereby losing his shard of the broken crystal. This scene is recorded on camera, and will mean the demise of Jaern as Augur as he can no longer protect the people of the Torren Region. Jaern now hides in The Crystal Caves south of Amphitrite City where the player has to battle him one last time.

Trivia
- When questioned if he killed the two cultists attempting to assassinate him in Telnor Town with the spell he used, Jaern responds that he only had them sent to Helios City. However, the incantation he recited, "Vinculorum mortae," is a Latin phrase which roughly translates to "Bonds of death" in English.
- Jaern asked the Cult of Darkrai to kill the Player, but why is unknown.
- Jaern is a master manipulator, as he has tricked the whole Torren region into thinking he is a hero.
- Jaern appears to believe himself to be a hero, albeit an abnormal one, as suggested by his conversation with Persephone that the player sees a short while after leaving Helios City, and by his conversation with the main character in the Crystal Caves.
