Victory Road is the final obstacle standing in the player's way before challenging the Pokémon League. It is divided into 3 different sections listed in the game as Victory Road - Volcanic, Victory Road - Frost, and Victory Road - Ruins.
The path from the beginning to the end of Victory Road is filled with trainers and wild Pokémon; there are no areas where the player can seek healing in the form of a nurse or a Chansey. The icy aura emitted by the Ice Rock in Victory Road - Frost allows Eevee to evolve into Glaceon when leveled up in the area.
Head north from Nexa Town to start the trek into Victory Road. Dodge the ruin walls in the first area, which otherwise serves as a moment of reprieve before the arduous journey begins.
From entering Victory Road - Volcanic, go north to reach the ladder leading down to B1F.
Travel west around the ledges and rocks to reach another ladder, this time leading back up to 1F.
Take the path directly north of the ladder quickly to prevent Sailor Neptune from blocking the path temporarily. Follow this path until the path splits and take the southern fork in the path. Follow this path to reach the next ladder leading down to B1F.
Carefully avoid hopping down the ledges and traverse over the skinny path leading west until reaching a ladder leading up to 1F.
Travel east and go down one staircase before immediately going up another set of stairs. Go northeast from the second set of stairs to reach the opening to Victory Road: Frost.
Victory Road - Frost
Start by going north for a total of three flights of stairs to reach the entrance to the first ice puzzle.

After exiting the first cave with the first ice puzzle, head up the next set of stairs and go north to enter the entrance of the second ice puzzle.

After exiting the second cave with the second ice puzzle, head west to reach the next cave. There is no puzzle this time, however; the player simply needs to slide across the ice to reach the exit to Victory Road - Ruins on the other side.
Victory Road - Ruins
In contrast to the other two sections of Victory Road, this section is fairly straightforward. Simply follow the path which wraps around northwest and then northeast to reach the Pokémon League.
Tornadus Chase
After interacting with Tornadus on Route 15, it heads to the very end of Victory Road, on the golden bridge. It will not run away this time when it is interacted with, allowing the player to battle and potentially capture it.
