Professor Vanessa Sylvan is a Pokémon Professor who lives and works at her lab in Telnor Town of the Torren region. She appears to perform Pokémon studies using Eevee, which she is said to have thousands of on hand according to one of Telnor Town's inhabitants.
Under normal circumstances, Sylvan distributes Pokédexes and an Eevee to aspiring Torren Trainers. However, in the player's and Damian's case, she also offers them the choice of receiving Delta Bulbasaur, Delta Charmander, or Delta Squirtle as their starter Pokémon.
In the game
In Pokémon Insurgence, the player first meets Professor Sylvan as she discusses the fate of three Delta Pokémon with Reukra. When she notices the trainer and Damian's presence, she is convinced by Reukra to give the two beginner trainers the option of using them as opposed to having them die in the wild. After Reukra leaves, Sylvan explains that Reukra is an old colleague of hers from back before he became the leader of Perfection and is responsible for the deaths of countless people. However, even though she takes the Pokémon from Reukra, she recognizes that the trainers may feel uncomfortable with using such unnatural Pokémon and therefore she grants them a fourth option in the form of Eevee.
Once the trainers have their starter Pokémon and Damian runs off to investigate Telnor Cave, Sylvan offers the player one last word of advice by telling them not to trust the cultists. She then gives the player a Pokédex and sends them on their way.
After defeating the Champion, the player has the option to battle Sylvan in Telnor Town by speaking to her in her lab. If the player wins, they are either rewarded with the 3rd Delta starter that was not selected at the beginning of the game or all 3 Delta starters if the player decided to start their journey with Eevee. Additionally, they are given the Mega Stone corresponding to the gifted Pokémon's final evolution.
