Xavier is the Gym Leader of Vipik City's Gym, known officially as the Vipik Gym. He specializes in mostly Bug and Poison-type Pokémon. He gives the Stinger Badge to Trainers who defeat him.
In the game
Xavier appears in Pokémon Insurgence as the Gym Leader of Vipik City's Gym. This Gym is the second to be challenged by the player. Trainers who defeat him will be given the Stinger Badge, along with TM76 (Venoshock).
Xavier appears to be a very laid back young man who is also in tune with nature. He used to have a career as a Pokémon Ranger before becoming a Gym Leader, according to one of Vipik City's inhabitants. He is very proud of the fact that his Beedrill is capable of Mega Evolving.

- Although it is never explicitly stated, the game leaves several large hints that Xavier smokes marijuana:
- One of the Bug Catchers in the Vipik Gym complains about the weird mist always coming from the Gym Leader's room.
- After being defeated, he also adds, "I'm not sure it's legal, but whatever."
- The item Xavier uses to Mega Evolve his Beedrill is the "Mega Bong".
- When visiting Xavier in Helios City, his house is visibly filled with mist/smoke.
