Conditions for quest
I think there may be some other conditions to trigger the PikaTaxi quest besides just getting the VIP Pass. I got the VIP pass early on, but didn't get the option for the quest until I got to Oranos Town. (Or perhaps it may be related to the recent update (1.2.3)?)
