Move Tutor
A Move Tutor is a non-player character who will teach a Pokémon moves that are not normally able to be learned through level up, TMs, or HMs. They are not to be confused with Move Reminders.
There are currently many Move Tutors in the game, however three of them are limited to a small group or just one Pokémon.
Suntouched City
The Move Tutor's house is the house closest to the gym on the cloud level. She will teach Grass Pledge, Fire Pledge, or Water Pledge to a starter Pokémon from the core series of games.

Helios City
An old woman sitting on a bench south of the Jade Tower is willing to teach several moves to the player's Eevee that it would normally only learn after evolving. The one downside to these moves is that the player's Eevee cannot evolve while any one of them exists on its move set. However, Eevee requires some of these moves in order for its Mega Evolution to reach its highest potential.

In the Dead end by the Great Ball in the middle room of the sewer is a man that is willing to teach Gunk Shot and Acid to your pokemon.
