To the east of the rich boy there is a patch of grass where you can use tesseract to obtain an X-attack. West of the dragon tamer hidden near the bridge(behind the treeline) is TM Thunder.

There are encounters in the seaweed accessed by diving (after getting heart swap).
Dive encounters are still not there, as far as I can see, the encounter list is Basculin, Kingdra, Gorebyss, Huntail, and Seaking. I have no idea what the percentages are.
