In most cases, Insurgence follows ORAS Shiny rates.
The base Shiny rate in Insurgence is 1/4096 (0.024%), which applies to wild encounters, breeding, and in-game trades. After obtaining the Shiny Charm, the Shiny rate for wild encounters and Eggs obtained in the Daycare Center increases to 3/4096 (about 1/1365, or 0.073%).
Breeding with a foreign Pokémon, known as the Masuda method, increases the odds of hatching a Shiny to 6/4096 (About 1/683, or 0.146%). After the Shiny Charm is acquired, the rate goes up to 8/4096 (1/512, or 0.195%). In Pokémon Insurgence, there are 8 different regions, which are indicated by the map to the right. Breeding Pokémon originating from save files from two different regions will yield higher Shiny rates. A save file's region is set using the language of the player's computer upon starting the save file.
The Shiny rate for Pokémon encountered using the DexNav is 1/768 (0.13%); after obtaining the Shiny Charm acquired the rate is increased to 1/256 (about 0.39%). Unlike the ORAS DexNav, the DexNav in Insurgence does not have any sort of chain, meaning that the rate multiplier provided by the DexNav is always the same.
In the Friend Safari, the chance for an encountered Pokémon to be Shiny is 5/4096 (about 1/819, or 0.12%). With the Shiny Charm, this rate is increased to 7/4096 (about 1/585, or 0.17%).
