The sceptite is at route 3 at the middle-eastern patch of grass.It is on the pink flower in the middle of the patch.
Alakazite location
I found Alakazite along with 2 rare candys at Route 6 after using Hyperspace Hole on Route 15 under.
Shiftrite Location
Found Shiftrite at Mount Rose Exterior after using Heart Swap. Besides the Relic Song Wall where you get Registeel
