Small chance of being found in any of the Rock Smash-able rocks distributed throughout the world. 1% chance of being found using a Pokémon with Pickup at levels 51+. Small chance of obtaining from Pokepon. Possible prize from the Battle Frontier. "Food" cooked by La Feu. Talk to a man in the house with a Shuckle in Roggan Town to obtain a single IV Stone. Return the Family Heirloom to the Hiker in Oranos Town to obtain a single IV Stone.
